Planning has evolved into a ‘plan driven’ system which stems from Central Government’s advice issued in Planning Policy Guidance Notes. This filters through Regional Guidance to County Structure Plans and Borough Local Plans. Recently local guidance is undergoing a major review process which will result in Local Development Plans and these documents will set the development agenda for the foreseeable future.
